Portland lawyer Jason Stewart is called to Cutler in Down East Maine for an OSHA inspection -- local lobsterman Billy Donnegan fell to his death from one of the U.S. Navy's thousand-foot towers used to send secret coded messages to our nuclear subs at sea.
Twelve-year old Lizzie, now an orphan, seeks Jason's help to find her dad Billy's killer. Jason's intrigued: if it was murder, his client, Tower Construction, may have a defense to manslaughter. OSHA's theory: company foreman Angel Youngblood was conducting tower races to make his employees "Indian strong," and the company must know they were not tying off.
In this classic spy thriller, Jason teams up with Lizzie to gain the trust of the Passamaquoddy Indians who climb the towers to help find the spy who stole the Navy's codes, bring justice to those complicit in the break-in, and help the Passamaquoddies regain their ancient rights to sovereignty.
